My fellow Atlantans
, I'm pleased to share with you in this April E-Update information on upcoming events I have planned for the community- at large as well as information on recent legislation my office has been working on to improve communication between the City of Atlanta's mayor and the Atlanta City Council. Be sure to take advantage of the Public Service Scholarship opportunities and Golf and Tennis Camp. We are staying healthy with the Get in Shape Atlanta Program initiated last year and I hope that you plan to continue to keep Atlanta's environment healthy by securing a tree for your community under our Plant Tree: Build a Community Program.

3RD ANNUAL PLANT A TREE - BUILD A COMMUNITY

In honor of National Arbor Day, Councilmember H. Lamar Willis, in conjunction with Lowe’s, will once again distribute 300 trees throughout the City of Atlanta. Individuals and groups, who are selected to participate, will receive mature trees, mulch and soil amendment for planting in their communities.

Councilmember Willis established this program to educate citizens on the importance of trees and the positive effects that trees have on our City, communities, air quality and health. Through Councilmember Willis’ efforts and those of Lowe’s more than 300 new healthy trees will be growing in the City of Atlanta this year. This year will mark the planting of more than 900 trees in the City of Atlanta through the “Plant a Tree – Build a Community” program.

It is not too late to submit an application to secure trees for your community. If you are interested in participating, please contact our office at (404) 330-6041. All applications must be submitted by April 25, 2005. Thank you to Lowe’s for their continued cooperation and support!

2005 H. LAMAR WILLIS PUBLIC SERVICE SCHOLARSHIP BACK TO TOP
Since 2002, the H. Lamar Willis Foundation has offered graduating seniors in the City of Atlanta the opportunity to apply for its Public Service Scholarship. Awardees of this scholarship are given $1,000 dollars and are recognized during the yearly H. Lamar Willis Scholarship Awards Banquet.

To be eligible, applicants must be graduating seniors, reside in the City of Atlanta, be accepted or have plans to attend a accredited community college or university as a full time student with at least 12 credit hours, and must have a demonstrated record of community and/or civic participation through both school and non-school related activities.  Students of both public and private schools are encouraged to apply.


2004 Recipients of the Public Service Scholarship
While serving his first term on the Atlanta City Council, Councilmember Willis founded the Public Service Scholarship in an effort to provide aspiring college bound seniors with similar scholarship opportunities provided to him upon his graduation from Northside High School, now known as North Atlanta High School.

The 3rd Annual H. Lamar Willis Golf Tournament, held in August 2004, raised the funding for the Scholarship Program. Some of the companies sponsoring the tournament included AirTran Airways, HMS Host, AmericasMart, Coca-Cola, Comcast, and Georgia Power.

As of this year, Councilmember Willis provided over $85,000 in scholarships to deserving graduating seniors in the City of Atlanta. For additional information on the scholarship or to secure an application, please contact our office at 404-330-6041 or visit our website at www.hlamarwillis.com


"SWING INTO SPRING" YOUTH TENNIS & GOLF CAMP BACK TO TOP
Councilmember H. Lamar Willis will host his 3rd annual tennis camp for Atlanta youth during Spring Break week on April 4 - 8, 2005. This year Councilmember Willis seeks to make an even greater impact with the youth of Atlanta by offering youth the opportunity to participate in either a golf or tennis clinic in the camp's third year. Over 130 kids are expected to participate in this year’s camp being held at the McGhee Tennis Center and John A. White Golf Course. The tennis camp curriculum includes instruction by skilled tennis coaches on the rules of the game, racquet handling, court awareness, stroke production, serving, volley techniques footwork, and agility. The golf camp will include professional instruction sponsored by the PGA of North America. Kids will learn the basic fundamentals of the game along with golf etiquette, mechanics of the full swing, chipping and putting.

Children ages 8 – 17 are encouraged to participate. You can register by calling our office at (404) 330-6041. Sign up fast, the camp starts this week and space is limited and available on a first come first served basis.

"GET IN SHAPE ATLANTA" UPDATE BACK TO TOP

Last year Councilmember Willis initiated the “Get in Shape Atlanta” program to encourage the citizens of Atlanta to get fit.  To conclude the program, he will host a health and fitness clinic on Thursday, April 14th in the Old Council Chambers (55 Trinity Avenue, SW) 5:00 p.m. – 6:30 p.m.  The clinic will include a 30-minute aerobics session and a 30-minute Vegetarian food demonstration by Yafah Asiel (Soul Vegetarian Restaurant).  Prior to the event, participants are asked to submit their best weight loss story over the past year to hlwillis@atlantaga.gov. The deadline for submission is April 7.  The winner will receive a “Get in Shape Atlanta!” gift prize.  Should you be interested in participating, please contact the office at 404-330-6041 to confirm your attendance.




"TUESDAYS WITH COUNCILMEMBER H. LAMAR WILLIS


Each month Councilmember Willis visits several senior high-rise living communities around the City of engaging many senior citizen residents in discussion topics focused on books, movies, arts, and specific city government issues. The “Tuesdays” program provides a unique public forum, where the challenges, ideas, and questions of Senior Citizens can be addressed in a relaxed atmosphere. Through the “Senior Focus” Newsletter, the “Tuesdays with Councilmember H. Lamar Willis” provides practical information regarding health, consumer issues, and Senior Focus issues. RECENT LEGISLATION BACK TO TOP

TASKFORCE PROCEDURAL REFORM

During Mid-January, Councilmember H. Lamar Willis sponsored legislation which was passed by the Council. The legislation called for increased transparency as it relates to advisory type committees assembled by sitting Councilmembers.  Willis introduced the legislation over concern that the work of these types of committees was not available to those stakeholders potentially impacted by the legislation being discussed.

The legislation would require advisory type committees, similar to the recent groups such as the Alcohol Taskforce Advisory Group and others, to follow certain procedures aimed at ensuring all Council work is recorded and reported in full to the germane committee.

Once established by a sitting Councilmember and approved by the Council, an advisory committee would be required to put forth objectives, submit a timeline for completion of their work, provide a listing of all participants and keep records of the meeting either through minutes or video or audio recording.


TRANSPORTATION PROJECT ENDORSEMENTS

On March 21, the full council passed Councilmember Willis’ legislation putting in place formal procedures for the endorsement of transportation initiatives by the City of Atlanta.  Historically, there had been no process in place and the Mayor was not required to inform the council of projects requiring the City’s endorsement.  Since transportation has become one of our biggest challenges in the City of Atlanta, Willis felt it was important to get the input of the legislative body in lending the City’s support to any particular project on either the state or local level.  This legislation calls for the Administration to alert the Council thirty days prior to the need for any endorsement. This process will initiate legislation that will allow for the project to be reviewed by the Council.  The Council will then decide as a body whether to support the project. This recommendation will be then be passed onto the Mayor for her to take under consideration prior to moving forward with any formal endorsement of a transportation project taking place in the City of Atlanta..
