04-O-1269 An ordinance requiring 30-day holding periods for all pawnbroker and precious metal dealer transactions. Georgia state law suggests a 30-day holding period for pawnbroker transactions, but the Code only mandated a 10-day holding period. Ten days was an insufficient time period for the police to track down stolen goods that have gone through pawnbroker. Approved July 19,

04-O-1270 An ordinance requiring secondary metals recyclers to make daily reports to the Atlanta Police Department. The Police Department uses daily reports similar to these to track goods that are purchased by pawnbrokers. They wanted the same type of reporting system to be required of secondary metals recyclers. 04-O-1271 An ordinance requiring a 24 hour holding period for all secondary metal recycler transactions. The Police Department has had difficulty tracking stolen goods because of the rapid turnover of goods that occurs through secondary metals recyclers. Introduced July 6, 2004. Held in

04-O-1350 An ordinance clarifying the definition of "Outdoor Festival" and establishing penalties for those who host/organize festivals without a permit. The Atlanta Code of Ordinances currently requires permits for festivals on public property if 250 or more people are reasonably expected or if 500 or more people are reasonably expected on private property. However, the Code does not establish penalties. Many people are promoting events that are not permitted. Neither Police nor the Department of Parks have advance notice of these festivals. To combat this practice, a host of an unpermitted party will be required to pay all of the costs he/she would have had to pay, including cost of extra sanitation services and the cost of hiring security personnel. 04-O-0936 An ordinance by Councilmembers Howard Shook and H. Lamar Willis to create
a new category known as "wine specialty shop". These are
subject to specific distance requirements as well as inventory requirements
to prevent some establishments from operating under a loophole. Substitute approved on second reading. On August 16,

implement an online bill-paying system to be used in addition to the present

Open Container Ordinance
03O0954(10) An Ordinance intorduced on June 16, 2003, by Councilmembers H. Lamar Willis and Debi Starnes would allow for customers to have "open containers"
of alcoholic beverages in Kenney’s Alley and on certain designated portions
of upper Alabama Street within Underground Atlanta. The legislation is intended to transform Underground Atlanta into an
entertainment district and attract successful vendors. Effective July 23, 2003.
