My fellow Atlantans, I'm pleased to share with you in this November E-Update an update on 2005
events which occurred in the community- at large including the awards banquet
for our Public Service Scholarship and Golf and Tennis Camp as well as
information on the upcoming 2006 Golf Tournament. In the past few months,
we kept Atlanta's environment healthy and secured many trees for your community
under our 2005 Arbor Day Plant a Tree - Build a Community Program. My office
also is continuing to improve the communication between the City of Atlanta's
Mayor and the Atlanta City Council as well as update past legislation related to Atlanta's Panhandling issue.
My family and I are honored to be a part of the Atlanta community and to
be able to share in the success of its future. Please enjoy this issue.

THE 2005 H. LAMAR WILLIS PUBLIC SERVICE SCHOLARSHIP

Councilmember Willis believes that education unlocks the doors that lead
to success and provides a path for young people to become productive citizens.
It is because of this, that Councilmember Willis established a scholarship
recognizing students for their academic, public service, and individual
achievement. The H. Lamar Willis Public Service Scholarship is offered to graduating
high school seniors that reside within the City of Atlanta and who displays a commitment to public service. On June 11, the 2005
scholarship recipients were recognized during the H. Lamar Willis Scholarship
Awards Luncheon where they were awarded $1,000 towards their continued
academic pursuits. Suchita Vadlamani of Fox 5’s Good Day Atlanta served
as the mistress of ceremonies for this year’s event.
Since the Foundation was established in 2001, it has been responsible for
providing over $96,000 in scholarships. This year a record $27,000 in scholarships were given to twenty-seven graduating
seniors that illustrated a desire and commitment to public service. Councilmember
Willis hopes to continue enriching Atlanta through investing in the City’s
most precious resource, the children of Atlanta.

| "SWING INTO SPRING" YOUTH TENNIS & GOLF CAMP |

Councilmember
H. Lamar Willis held his 3rd annual "Swing into Spring" golf and tennis camp for Atlanta
youth during Spring Break week. The 3rd year was the inaugural year for
the golf component of the camp. The aim of this year’s event was to provide
kids from all around the City of Atlanta the opportunity to obtain professional instruction in either tennis or golf.
The PGA and LGPA provided the services of several top golf instructors,
who shared their knowledge of the sport with over 120 children. The camp
was held at the McGhee Tennis Center and John A. White Golf Course. The
tennis camp curriculum included instruction by skilled tennis coaches on
the rules of the game, racquet handling, court awareness, stroke production,
serving, volley techniques, footwork, and agility. Each of the tennis camp participants received a racket. The golf camp instruction covered the basic fundamentals of the game along with golf etiquette, mechanics of the full swing, chipping and putting.
To celebrate the achievements of the participants at the closing ceremony
the children were provided with iPod shuffles, Sony video and multimedia
equipment and gift certificates.

| ARBOR DAY 2005 3RD ANNUAL PLANT A TREE AND BUILD A COMMUNITY |

In honor of National Arbor Day, Councilmember H. Lamar Willis, in conjunction with Lowe’s, distributed 300 trees throughout the City of Atlanta. Those groups that participated received mature
dogwood trees, mulch and a commemorative placard.
This year neither rain nor thunderstorm deterred Councilmember Willis and
Lowe’s from distributing trees throughout the City. There was an enormous
turnout for the event.
At a community breakfast
held prior to the distribution of the trees, Councilmember Willis spoke about
the importance of trees and the positive effects that properly managed trees
have on our City, communities, air quality and health.
Through Councilmember
Willis efforts, and those of Lowe’s, more than 300 new healthy trees will be
growing in the City of Atlanta this year. This year will mark the planting of more
than 900 trees in the City of Atlanta, each tree providing its own contribution in
strengthening Atlanta’s well established roots, founded in citizens maintaining
beautiful communities.

their continued support of this program and communities throughout the City of Atlanta!
COMMITTMENT TO THE COMMUNITY
Councilmember Willis has
never wavered in showing his commitment to those he serves. He continues
efforts to understand the concerns of citizens in each community in Atlanta. This year, Councilmember Willis and his office have
embarked on a mission to be present at numerous meetings held each month around
the City. Over the last 2 months alone, his office has attended nearly 100
community meetings, including 48 Neighborhood Planning Unit meetings.

Councilmember Willis focuses his legislative efforts on addressing basic
quality of life issues affecting the citizens of Atlanta while providing
legislative oversight over the many issues that come before Council.
Recently, in reviewing contracts coming before the City, Councilmember
Willis became concerned that information being provided to the Council
was not complete. In an effort to protect against this and ensure that the Council is always
provided with the most up to date and accurate information, Councilmember
Willis introduced legislation calling for the dismissal of any city employee
found to not be forthcoming when providing information to standing committees
of the Atlanta City Council. The proposal will require that complaints
be filed with the City’s Board of Ethics and all cases would be heard by
this body. Upon conclusion that information was erroneously provided or
withheld, the Board would recommend termination of the employee.
PANHANDLING LEGISLATION AND PARKING METERS: HOW YOU CAN HELP! 
Councilmember Willis
recently proposed an amendment that is now being considered as a separate
paper. The proposal calls for the
installation of new meters, or the conversion of existing parking meters, to be
used as donation receptacles. The
purpose of the receptacles is to encourage the placement of spare change into the
donation meters, located throughout the entire City, instead of giving money
directly to panhandlers.
Inspired by Homeless
Persons’ Memorial Day, he has also suggested the placement of contribution
boxes at various businesses around the City.
All of the money collected in the donation meters and contribution boxes
would be distributed among various homelessness service organizations. In doing so, contributors would have more
assurance that the money goes to those who are truly homeless and in need rather
than to those who are professional panhandlers.
Several cities across
the United States have instituted similar
programs and some have had great success in raising money for homelessness
services. Councilmember Willis believes
that with the support of the community this can be an effective measure in Atlanta to deter panhandling
while heightening the awareness of the homelessness. Ideally, some of the funding would also go to
funding for automated public toilets. Atlanta is terribly in need of
clean and safe public facilities, and in recognition of the lack of public
accommodations, Willis also introduced a resolution calling for the City and
the Community Improvement Districts to develop plans for installing these
toilets.
